The character of Natsuiro Matsuri was created as part of a specific VTuber audition held by Cover Corp from May 2 to 13, 2018. This audition sought individuals with prior live streaming experience. Her character design and name were made public at the start of this process, illustrated by artist Haruki Minamura. A 3D model by Pompu-chou was created later. She made her first appearance on Twitter on May 31, 2018, and held her official debut livestream on YouTube the very next day, June 1.

She debuted as one of five open spots that would form Hololive's foundational first generation, alongside Akai Haato, Shirakami Fubuki, and Aki Rosenthal. This marked the beginning of her professional career as a virtual content creator under the Hololive Production banner.
